This would depend on the state in which the person lives in. Majority of states have very stringent laws on car insurance. If a person were driving a car without purchasing proper car insurance, it would mean that he/she is not following the state laws and the fines or penalties can be quite tough. A person who is doing this would stand the risk of losing the driving license and the car could be impounded. This would also go into the police record of that person. If an accident occurs and others are hurt, then the damages to those persons and the other car could be thousands of dollars.
